Before spending spray cans or recruiting more customers, check whether the cartel is hostile. The cited community guide says graffiti and customer recruitment do not lower influence during a truce. Using those one-time opportunities too early can leave you with fewer options later.

The guide links the choice to Unfavourable Agreements: Thomas Benzie offers a truce, which you can refuse. If you already accepted, the guide describes ending it through a message to T.B. or failing a delivery. It describes hostility as irreversible; do not make that choice expecting a temporary toggle.

Check the counter before and after each available action

Use the regional influence number as the result signal for the action you choose. The cited guide reports separate values for a new tag, a new customer, a dealer and an ambush, but those opportunities do not mean every action remains available in every save. A repeated tag on your own old spot and an already recruited customer are not presented as fresh reductions.

That makes the practical order important: first confirm hostility, then use a genuinely unused customer or tagging zone in the region you need. If the number does not move, stop treating the same spent opportunity as a repeatable route and move to the dealer and ambush checks below. The values in this guide remain source-reported rather than independently replay-tested for every current build.

Know which region unlock you are working toward

The guide says regions after Westville unlock when cartel influence in the previous region drops below 300. Reducing influence elsewhere will not necessarily open the next area you want.

Westville is the stated exception: it unlocks at Hoodlum I. If you are trying to enter Westville for the first time, use that rank requirement rather than applying the later-region influence rule.

If all your customers and graffiti are already used

Switch from one-time opportunities to checking cartel dealer activity. The guide says dealers take orders from locked or hostile customers, and that a region must be unlocked for its dealers to operate. Recruiting every customer can therefore remove much of their delivery activity.

The updated guide also says cartel dealers take smoke breaks since the shroom update. Watch for them outside rather than waiting only for a delivery. The same source lists these home landmarks:

When your usual influence options are exhausted

Exhausted customers and graffiti do not by themselves identify a bug. The cited player discussion contains reports from players in that state, while the updated guide points to dealer activity and smoke breaks as the remaining things to watch. A dealer can be relevant only after the region is unlocked, and the guide links delivery activity to locked or hostile customers.

Use the landmarks as places to check, not as a promise that a dealer must appear at a fixed hour. If you get an ambush while doing normal progress, the guide reports that it can reduce influence; it does not supply a reliable way to trigger one. Record the region, relationship state and action result if you need to compare a current build with the cited reports.

Do not treat midnight or an ambush as guaranteed

Older players describe catching a dealer briefly at the doorway around midnight. That is a historical workaround, not a verified current timetable. The later guide discusses deliveries and smoke breaks, so an empty doorway at midnight does not establish that your save is broken.

Ambushes are another opportunity if one occurs, but the community guide describes them as random and not reliably triggerable. Do other useful tasks while watching for cartel activity instead of waiting for a promised time this guide cannot verify.

08 / Schedule I

Separate unused tags from reported rival-graffiti cleanup

The guide warns that removing and repainting your own previously used spot does not give another influence reduction or restock the shop. Buy spray cans at Gas-Mart and equip one to see available tagging zones; check hostility before using a fresh spot.

A later May 2 comment reports that cleaning Benzie graffiti lowers influence and that rival tagging can recur if the spot is left clean. A March 15 comment also asks for rival-graffiti cleanup to be added to the guide. This is player-reported evidence, not a guaranteed loop for every build. If you test it, distinguish rival graffiti from your own old tag and check whether the region’s number actually changes.

A short checklist when influence will not move

  1. Confirm the cartel is hostile rather than under a truce.
  2. Confirm you are checking the region required for your next unlock.
  3. Use a genuinely new customer or unused graffiti spot if any remain.
  4. If those are exhausted, check dealer landmarks and outdoor smoke-break activity.
  5. Use an ambush if it happens, but do not depend on forcing one.

If none of these changes the counter, record your game build, region, relationship state and the exact action you tried before seeking help. The cited discussions show other players encountering exhausted opportunities; they do not prove one universal fix or a safe influence-editing command.
